UQP: URBAN QUALIFICATION PLAN BORGO DORA

WHAT IT'S ABOUT
The Regional Executive Committee, with its decision of 5 February 2001, has set out a programme of access to credit for local entities and small commercial enterprises (see regional law 28/99 art. 18). The latter can benefit from the financing through the promoting local entity which sets up a unitary global project, qualified as an Urban Qualification Project and Integrated Revitalisation Project of smaller businesses (UQP/IRP). The City of Turin has presented for the 2001 programme an Urban Qualification Programme for Borgo Dora (decision of the Municipal Executive Committee of 12/06/2001) for which The Gate Porta Palazzo Project has made itself promoter through an information campaign, a series of coordination meetings and accompaniment in the filling in and delivery of the applications to the Council. The Urban Qualification Plan allows, in line with a series of criteria, a project of unitary urban fittings, for example with dehors, stands for itinerant tradesmen and the external display of shop merchandise.
The contribution, allocated as a sinking fund, comes to 50 %, with a maximum of 20 million lire, for interventions involving requalification of external lighting, signs, facades of buildings in relation to the part relevant for businesses, the arranging of display windows, dehors, newsagent kiosks and bars, the substitution of market stall awnings and related accessory actions. Those who can apply include fixed and itinerant trade operators within the perimeter approved as an UQP-area.
During the course of meetings which have been held at the offices of The Gate Project with the tradesmen of Borgo Dora, aimed at evaluating the criteria of the UQP and at creating a coordination for the presentation of applications, there arose the problem of the non-eligibility of those tradesmen holding permit 121 for the Saturday market at the Balôn to access the financing. Given the special nature of this situation the solution chosen was to create an association with juridical status which can respond fiscally to the requirements requested of the Call for applications.
DATA
In the months starting from April 2001 meetings were held at the offices of The Gate Project with the commercial operators of Borgo Dora.
On 20 July more than thirty applications were presented to the Service and Productive Economic Activities Sector.
In September these will be transmitted to the Region for approval

The maximum entity of the regional facilitation cannot exceed, overall, 900 million lire with reference to each UQP or IRP selected by the Municipal areas involved
