BEYOND THE ROAD

WHAT IT'S ABOUT
"Beyond the road" is an action which, with the joint contribution of the Committee for the Civil Rights of Prostitutes and the Foreigners Office of the City of Turin, intends to establish and maintain contact with persons who prostitute themselves, in particular immigrants, in that they form the majority of those who do so, with the aim of:
  • Defining, together with this target, a work programme which creates the primary conditions for a change of attitudes in relation to the quality of the relationship between prostitutes, places of work and citizens;
  • Improving the working and living conditions of those who belong to this group, especially in relation to prevention, health and illnesses;·
  • Encouraging the escape of these people from forms of coercion and exploitation.

The phases of the action were:
1. Local arrangements
The premises situated in Turin, in C.so Brescia nr. 10 - conceded by the Province of Turin, have been rearranged by the Committee for the Civil Rights of Prostitutes
2. Mapping/Observatory
The Committee for the Civil Rights of Prostitutes, as responsible entity for the activity, in collaboration with the Foreigners Office of the City of Turin, has carried out the following activities:
  • Mapping of the quality (origin, spoken languages, age, real or presumed situation of exploitation, etc.) and the numeric consistency of the target existing in the area of the Project, through direct contacts carried out for the most part in the field
  • Mapping of the network of services, active at a municipal and provincial level, towards which the target should be oriented, or used as a support in the activities carried out within the Action;
  • Activation of an observatory which verifies over time, through information gathered directly or through social protagonists employed in this sector, the development of the target, their working conditions and their relationship with customers and citizens.
  • Selection of cultural mediators, belonging to the larger foreign communities present in the area of The Gate Project, to carry out initial approaches and subsequent accompaniment.

Responsibility of the activities of the Foreigners Office of the City of Turin
The activities in which the Foreigners Office of the City of Turin is responsible include:

1. The preparation of informative material suitable for the divulgation of basic information towards the different ethnic groups in the target;
2. The divulgation of information regarding possibilities and bureaucratic procedures for the regularisation of irregular immigrants as well as their recognised rights;
3. The divulgation of information regarding the prevention of illnesses, linked to the activity exercised, the countries of origin and living conditions, and the services of a social type available on the territory;
4. The accompaniment of persons to those services, both public and private, most suitable in providing them with the necessary support;
5. Directing persons interested towards a course of emancipation from prostitution, encouraging their access to the programs covered by the law concerning immigration, adopted with D. Law 286/98 "Discipline of immigration and rules on the condition of foreigners", in particular Art.18 "Residence for reasons of social protection", and the connection with social entities active on this front.
Responsibilities of the Committee for The Civil Rights of Prostitutes

The activities for which the Committee for The Civil Rights of Prostitutes is responsible are:
1. The training of personnel used in carrying out the activities, in the offices and in the field, provided by the Action;
2. The management of the hospitality and socio-cultural animation activities of the target in the C.so Brescia premises;
The gathering of data related to the target which comes into contact with the services provided as part of the Action and the problems which have emerged during the use of the said services, to make it possible to better adapt supply to needs.

  • The project was launched in May 1998 with the first work on the offices and came to an end in February 2001 with the activity of the mediators..
  • Overall economic commitment: 95,750 Euro
    (49% European Union -47,688, 24.5% City of Turin 16,247, 25.5% Promoter-Committee for the Civil Rights of Prostitutes 16,790)
