The international network was founded in Sarajevo in 2001 to give an institutional frame and promote the Biennale of Young Artists from Europe and the Mediterranean, the event held every two years in a different city. BJCEM aims to create opportunities of training, exchange, mutual understanding, intercultural dialogue and collaboration among young creators, supporting their creativity processes and their personal and professional growth. It is now composed of 52 members from 18 countries.

The City of Torino is a founding member of the network and hosts its executive office.
