The two cities, on account of the many cooperation exchanges involving the different local stakeholders of both areas, signed over the years different cooperation agreements.
In 1991 Torino and Lyon signed a first bilateral cooperation agreement covering culture, university, urban planning, economy and transport. Afterwards, the two cities worked together in the frame of the Alpine Diamond project, aiming at developing new cooperation initiatives between Torino, Lyon and Geneva. In 2004 an economic cooperation agreement was signed between Torino, Lyon and Barcelona while in 2007 a cultural agreement was signed to support Lyon as candidate city to the title of European Capital of Culture 2013.
Since 2012, the two cities have strengthened collaboration in the following fields: smart city, urban transformation and regeneration, culture, communication and tourism promotion, gastronomy, education, health care and social policies, economic development.
In 2023, the City of Torino, the City of Lyon and their respective metropolitan cities signed a Pact of Friendship and Collaboration to further support the actions already undertaken in the areas of culture, tourism and fight against climate change.
