Pacts of collaboration

A Pact of collaboration is the civic negotiation through which – following a co-design phase – the program of regeneration, care and co-management of a Urban Common is defined, as well as the model of shared governance.  

The Pacts are signed by Civil subjects and the relevant City officers, and are based on responsibility and mutual trust. The Pacts’ content is defined following the indications of the Regulation on Urban Commons n. 391, and may vary accordingly to the complexity of each project.

The path toward the signature of Pacts of collaboration

Project proposals

Each civil subject (formal or informal organisation) can address a project proposal to the City Administration / Urban Commons Office, by simply filling in a pre-determined form  available on this website, describing the identified Urban Common, the planned activities to be realised, the composition of the proponents' group.

Project proposals assessment  

A technical Board composed by the relevant City officers will assess each project proposal, by determining its consistency with the principles of the Regulation and its technical feasability, as well as the City Director who will sign the Pact on behalf of the City. Then the approved proposals can access the co-design phase.

Co-design phase

This phase is the focus of the participatory process toward a Pact of collaboration, since it's the core of the Pact's definition: its content, terms, duration, as well as its model of governance, with duties and responsibilities for the parties are discussed and agreed by the parties (namely, the City and the civil subjects). According to the complexity of the project, this phase has a variable duration (in our current experience, from a few weeks to many months).

The signature

When all the parties have come to an agreement on the final version of the Pact, this can be signed by the appointed City Director and one representative for each association/informal goup, that is democratically chosen by the proponents.

Some figures so far

The City of Turin has received so far more than 120 project proposals, involving more than 200 associations or informal groups of active citizens. About 20 project proposals are now in the co-design phase.

61 Pacts of collaboration - both from Co-City project and ordinary ones - have been signed and are active so far. They are distributed all over the City Districts as follows:
